Gender Equity Tools

The governing board of a community college district may enforce rules and regulations relating to eligibility for and participation in intercollegiate athletics. The rules and regulations may include, but are not limited to, those adopted by a voluntary association, one of whose purposes is to govern intercollegiate athletics among schools and colleges.

Consider the following:

• The state office convened and developed a blue ribbon panel that created the CCCAA gender equity self-review manual, a resource document that assisted colleges in the completion of its own college plan, consistent with the legislation;
• Distributed the manual and posted an e-version of the manual on its statewide website;
• Convened seminars and workshops sponsored by the CCCAA's gender equity committee to review data, share findings, and develop strategies to increase women's sport opportunities at the local level (e.g. three-part test);
• Added women's water polo, women's badminton, and women's golf since the mid-1990's and women’s sand volleyball in 2014;
• Guaranteed that facilities at championships for women are comparable to those utilized by men;
• Restructured the awards program for its 17 sanctioned championships to ensure equality between men's and women's sports awards;
• Rotated the starting time for women's and men's championship sports that share a single venue;
• Coordinated the establishment of conference-based gender equity committees;
• Launched a statewide mandate to ensure conference-driven program review. One of the major standards of review is evaluating member colleges on Title IX issues;
• Hosted major keynote sessions on gender equity at the 2000 and 2001 state conventions;
• Featured Donna Lopiano of the Women's Sports Foundation and CSU Fresno president John Welty as keynote speakers at the March 2002 convention;
• Maintains and offers subscriptions to its resource and referral library of gender equity information, including copies of the federal legislation;
• Increased each college's contiguous recruitment area to encourage the recruitment of more women;
• Reconvened the Gender Equity Committee at the state level;
• Has developed a strategic plan for the next three to five years with one of its components focusing on gender equity;
• Coordinated the 25th celebration of women's intercollegiate athletics yearlong celebration in 2001-02;
• Regularly posts research materials (forms, charts and data tables) detailing the type and mix of student athletes at California community colleges.

Gender Equity Self Review Manual*  

This is a resource guide to assist California community colleges with the review of their athletic programs and to implement any needed changes in compliance with Title IX and the principles of gender equity.  This manual has been compiled by the California Community College Athletic Association Gender Equity Committee. Information utilized in preparing this document has been provided by a number of resources, including the Florida Office of Education, NCAA Guide to Gender Equity/Title IX, and the Office of Civil Rights Investigator's Manual.

The information gathered in a self-review will allow member colleges an opportunity to assess the extent to which equivalent opportunities for men and women are provided in their athletic program.

Produced by the CCCAA Gender Equity Committee, this seven-slide PowerPoint presentation provides recommendations for local colleges undertaking gender equity compliance efforts, and features a special focus on Prong three of the civil rights law.

Title IX Athletics Compliance at California's Public High Schools, Community Colleges, and Universities *
As a courtesy to site visitors, the CCCAA is providing the following link for any persons interested in accessing the comprehensive study of Title IX at California high schools, college and universities. The report, submitted to the California Legislature on March 31, 2004, was directed by a special task force of the California Postsecondary Education Commission. The COA's state commissioner and associate commissioner were members of the task force.

Program Compliance Review Procedures*
The purpose of Self-Study is to present an opportunity for member colleges to objectively evaluate their own program in relationship to the CCCAA Constitution/Bylaws/Sports Guides, California Educational Code, Conference Constitution/Bylaws and state and federal laws and to identify opportunities for improvement in areas of concern by the overall conference.
