With one out, Powell, a freshman from San Marcos High, doubled down the right-field line for the game-winning hit.
Janet Salas had a two-run triple in the first for the Vaqueros, who fell behind 4-0 in the top of the first, then scored three runs to pull within one.
Earlier in the day, L.A. Valley downed the Vaqueros 12-3.
